Please note that some conditions such as colour blindness may restrict a candidate’s ability to obtain a command certificate of competence and/or a commercial qualification.

In addition to normal fitness standards, the following conditions are specified to ensure the candidate can perform relevant watch-keeping duties without creating an unacceptable risk to him/herself, other members of the crew, or the safe operation of the vessel.

Adequate hearing is a necessity when operating a vhf radio. Hearing ability should be tested by the whispered voice or other approved tests. Hearing loss should not exceed 20 decibels for the frequencies of 500Hz, and 1000Hz and 2000Hz. When hearing levels do not meet these standards, hearing aids may be accepted.

Persons who suffer from epilepsy are unfit for certification. However, persons who are free from attack without the use of drugs for at least 2 years may be considered.

A person conducting a navigational watch should be capable of identifying the lights and signals of other vessels as well as hazards to navigation at a safe distance, in typical weather conditions at sea.

2. With or without aids to vision, have a minimum 20/40 vision in each eye.

3. With or without aids to vision pass a colour vision test. The ISHIHARA Test or Lantern test may be used.
